Soak the dried cranberries in warm water for about 10 minutes to rehydrate them. Drain well and set them aside.
In a large bowl, combine the all-purpose flour, sugar, baking powder, and salt. Stir to mix evenly.
Add the cold, cubed butter to the dry ingredients. Using your fingertips, rub the butter into the mixture until it resembles a wet sand-like texture.
In a separate bowl, combine the heavy cream, and sour cream. Stir until smooth.
Gradually add the wet mixture into the dry ingredients, stirring gently until the dough just begins to come together. Be careful not to add too much liquid — the dough should not be too sticky.
Gently fold in the orange zest and drained cranberries. Avoid overmixing to keep the dough light and airy.
